The Newton County Water and Sewerage Authority (NCWSA) hereby gives notice that a public
meeting will be held to discuss wastewater improvement projects funded by Georgia’s Clean Water
State Revolving Fund (CWSRF) and the American Rescue Plan Act (ARPA) on June 22, 2023 at 6:00
p.m. local time in the NCWSA Board Room at 11325 Brown Bridge Road, Covington, GA 30014.

The proposed project includes construction of an industrial wastewater treatment facility (IWTF) to
treat and recycle water for non‐potable uses by industries in the Stanton Springs Industrial Park in
Social Circle, GA. The proposed project includes extending an existing 15‐inch diameter sanitary sewer
main, and installing a 20‐inch potable water main, a 16‐inch reuse, non‐potable water main, and a 15‐
inch industrial wastewater pipeline to service the East Atlanta Mega‐Site. Pipes will convey flow
through underground tunnels from Shire Parkway north under I‐20 to just beyond the Georgia
Department of Transportation (GDOT) right‐of‐way. Construction also includes two (2) industrial
wastewater (IWW) pump stations and associated 10‐inch force mains conveying industrial, pretreated
wastewater to the IWTF. A flow measurement station will be constructed to measure sanitary
sewer effluent from Takeda Pharmaceutical. An expansion of the existing A. Scott Emmons Water
Reclamation Facility (ASEWRF) to 2.50 MGD, an effluent pump station (EPS) and 10” force main are
proposed for construction to convey treated effluent to the IWTF, where it will be further processed
and sent to industrial users. The proposed project will reduce demand on potable water resources
and build redundancy in the NCWSA wastewater treatment facilities.

The purposes of the public meeting are to:

1. Inform the public of the need for improvements to the NCWSA’s wastewater system.
2. Comply with Section 391‐3‐6‐.02 of Georgia’s Water Quality Control Rules (and amendments

The public is invited to comment on the Environmental Review and Planning Document during the
public meeting. The Environmental Review and Planning Document is available for public inspection
through the date of the public meeting at the NCWSA office at 11325 Brown Bridge Road, Covington,
GA 30014 during normal business hours.
