CHIEF ENGINEER
Position Overview:
The Newton County Water & Sewerage Authority is seeking an experienced and highly skilled Chief Engineer to lead and oversee major engineering functions and infrastructure projects, including the design, construction, and maintenance of water and sewer lines, treatment facilities, and public works structures. This leadership role involves supervising professional staff, managing complex engineering initiatives, and ensuring the highest standards in the development of utility and public infrastructure.
Reporting directly to the Executive Director, the Chief Engineer will be responsible for strategic planning, project management, budget oversight, contract negotiation, and ensuring compliance with federal, state, and local regulations. The ideal candidate will possess strong leadership capabilities, a deep understanding of civil and utility engineering principles, and a proven track record of successfully delivering projects and managing staff.
Minimum Qualifications:
- Bachelor’s degree in Civil Engineering or a related field.
- At least 5 years of supervisory experience in civil or utility engineering.
- Valid Georgia Professional Engineer (P.E.) license.
- Valid Georgia driver’s license (or ability to obtain).
- Equivalent combinations of education and experience may be considered.
Preferred Skills and Abilities:
- In-depth knowledge of public works construction and utility systems.
- Expertise in contract negotiation, construction management, and regulatory compliance.
- Strong communication and leadership skills.
- Proficiency with engineering software and automated design tools.
- Ability to manage multiple complex projects in both office and field environments.
DEPUTY CHIEF ENGINEER
Position Overview:
We are seeking a forward-thinking Deputy Chief Engineer to support the planning, design, and implementation of water, wastewater, and reclaimed water infrastructure for our growing utility organization. This is a highly responsible, supervisory role that plays a vital part in managing engineering staff, contractors, and consultants to ensure the successful execution of public utility projects.
Under the general supervision of the Chief Engineer, this role involves overseeing complex engineering initiatives, supervising technical staff, managing capital projects, reviewing development plans, and ensuring regulatory compliance. The ideal candidate is a skilled engineer and leader, capable of delivering infrastructure solutions that meet both current and future community needs.
Minimum Qualifications:
- Bachelor’s Degree in Civil, Environmental, or related Engineering field from an accredited institution.
- Professional Engineer (PE) licensure preferred.
- Valid Georgia driver’s license.
- Equivalent combinations of education and experience will be considered.
Preferred Experience & Skills:
- 5+ years of relevant engineering experience, preferably in water/wastewater infrastructure.
- Strong knowledge of utility planning, design standards, construction practices, and permitting.
- Proficiency with AutoCAD, GIS, and hydraulic modeling software (e.g., WaterCAD, H2OMAP).
- Skilled in project management, cost estimating, and contract administration.
- Familiarity with local, state, and federal regulations related to water and wastewater systems.
- Excellent communication skills, both written and verbal.
- Ability to manage multiple projects and collaborate across departments and agencies.
WASTEWATER OPERATOR III TRAINEE
General Purpose:
This position is entry/trainee level work in operating and maintaining water reclamation facilities (WRF).
Work involves training in the NCWSA’s WRF’s operation and equipment to ensure compliance with state permits. In addition, work involves training in the inspection and routine preventive maintenance of plant equipment. Work is performed under the direct supervision of a licensed operator.
Desired Minimum Qualifications/Education and Experience:
Completion of a standard high school course or its equivalent. Some experience in wastewater treatment. Possession of a Class III Wastewater Operator license within 18 months of employment. Completion of an introductory wastewater course. Possession of a valid Georgia driver’s license. An equivalent combination of education and experience is acceptable.
INTERNAL FIELD TECHNICIAN
General Purpose:
This is semi-skilled manual work in which some independent judgment is exercised in carrying out duties. Work involves responsibility for the accurate reading and recording of water consumption of utility customers. Work involves imputing meter readings into a hand-held meter reading device and/or recording meter readings into a lap top truck mounted computer so that billing can be made properly. Employees in this class follow designated routes, receive specific work instructions and refer unusual questions to their superior for a decision. Work may also involve more than usual physical strength and endurance and may be performed under close supervision. Verbal work orders are issued and work is inspected frequently. One or more persons may assist employees in this class.
Education and Experience:
Graduation from a high school or GED. Any equivalent combination of education and experience. Possession of a valid Georgia driver’s license or any license deemed for a specific job. Within one-year working test period must pass State of Georgia Water Distribution Certification. An equivalent combination of education and experience is acceptable
