Position Overview:

The Newton County Water & Sewerage Authority is seeking an experienced and highly skilled Chief Engineer to lead and oversee major engineering functions and infrastructure projects, including the design, construction, and maintenance of water and sewer lines, treatment facilities, and public works structures. This leadership role involves supervising professional staff, managing complex engineering initiatives, and ensuring the highest standards in the development of utility and public infrastructure.

Reporting directly to the Executive Director, the Chief Engineer will be responsible for strategic planning, project management, budget oversight, contract negotiation, and ensuring compliance with federal, state, and local regulations. The ideal candidate will possess strong leadership capabilities, a deep understanding of civil and utility engineering principles, and a proven track record of successfully delivering projects and managing staff.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering or a related field.
  • At least 5 years of supervisory experience in civil or utility engineering.
  • Valid Georgia Professional Engineer (P.E.) license.
  • Valid Georgia driver’s license (or ability to obtain).
  • Equivalent combinations of education and experience may be considered.

Preferred Skills and Abilities:

  • In-depth knowledge of public works construction and utility systems.
  • Expertise in contract negotiation, construction management, and regulatory compliance.
  • Strong communication and leadership skills.
  • Proficiency with engineering software and automated design tools.

Ability to manage multiple complex projects in both office and field environments.

Position Overview:

We are seeking a forward-thinking Deputy Chief Engineer to support the planning, design, and implementation of water, wastewater, and reclaimed water infrastructure for our growing utility organization. This is a highly responsible, supervisory role that plays a vital part in managing engineering staff, contractors, and consultants to ensure the successful execution of public utility projects.

Under the general supervision of the Chief Engineer, this role involves overseeing complex engineering initiatives, supervising technical staff, managing capital projects, reviewing development plans, and ensuring regulatory compliance. The ideal candidate is a skilled engineer and leader, capable of delivering infrastructure solutions that meet both current and future community needs.

Minimum Qualifications:

  • Bachelor’s Degree in Civil, Environmental, or related Engineering field from an accredited institution.
  • Professional Engineer (PE) licensure preferred.
  • Valid Georgia driver’s license.
  • Equivalent combinations of education and experience will be considered.

Preferred Experience & Skills:

  • 5+ years of relevant engineering experience, preferably in water/wastewater infrastructure.
  • Strong knowledge of utility planning, design standards, construction practices, and permitting.
  • Proficiency with AutoCAD, GIS, and hydraulic modeling software (e.g., WaterCAD, H2OMAP).
  • Skilled in project management, cost estimating, and contract administration.
  • Familiarity with local, state, and federal regulations related to water and wastewater systems.
  • Excellent communication skills, both written and verbal.

Ability to manage multiple projects and collaborate across departments and agencies.

GENERAL PURPOSE

This is semi-skilled manual work in which some independent judgment is exercised in carrying out duties. Work involves more than usual physical strength and endurance and is usually performed under close supervision. Verbal work orders are issued and work is inspected frequently. One or more crewmen may assist employees in this class.

EDUCATION AND EXPERIENCE

Graduation from a high school or GED. Any equivalent combination of education and experience. Possession of a valid Georgia driver’s license or any license deemed for a specific job. Within one-year working test period must pass State of Georgia Water Distribution Certification.

An equivalent combination of education and experience is acceptable.

NATURE OF WORK

The Wastewater Operator Class II (Reuse Water Operator) is a licensed professional responsible for operating and monitoring treatment systems that reclaim wastewater for beneficial uses such as irrigation, industrial processes, and groundwater recharge. Because water reuse bridges wastewater and drinking water standards, operators may hold certifications in one or both disciplines and may receive advanced water treatment training. This position involves skilled, licensed work in the operation, maintenance, and monitoring of reuse water and wastewater reclamation facilities.

Responsibilities include operating treatment systems and equipment to ensure compliance with discharge permits, performing inspections, and conducting routine preventive maintenance. Work is performed according to established specifications and evaluated based on results achieved. The position requires availability for after-hours duties and participation in the Authority’s on-call rotation following training and onboarding.

MINIMUM QUALIFICATIONS

  • High school diploma or GED required.  
  • Valid Georgia Class II Wastewater Operator License (issued by the Georgia State Board of Examiners for
  • Certification of Water and Wastewater Treatment Plant Operators). Two to four (2–4) years of experience in wastewater treatment operations, preferably in a facility with reuse systems.
  • Working knowledge of activated sludge processes, nutrient removal, and disinfection systems. 
  • Familiarity with Georgia EPD rules, reclaimed water standards, and NPDES permit requirements.

GENERAL PURPOSE

This position is skilled licensed work in equipment operation and maintenance in the NCWSA’s Water Reclamation Facilities (WRF).

Work involves the operation of water reclamation facilities and equipment to ensure compliance with discharge permits. Work also involves the inspection and routine preventive maintenance of facility equipment. Work is performed according to specifications received on a particular job and reviewed based on results obtained.

EDUCATION AND EXPERIENCE

  • Completion of a standard high school course or its equivalent.
  • Possession of a Class III Wastewater Operator license from the State of Georgia.
  • Maintain required continuing education points through wastewater courses.
  • Possession of a valid Georgia driver’s license.
  • An equivalent combination of education and experience is acceptable.

Working for NCWSA

Hours

We are open from 8:00 a.m. until 5:00 p.m. Monday through Friday for most positions; however, being a utility, we have some employees on call 24/7. Employees are given one hour for lunch.

Insurance

Medical/dental insurance is provided with employees paying 20% of the cost. In addition, $25,000 in life insurance, $2,000 for dependents, and long-term disability are provided at no cost. Other insurances can be purchased at the employee’s expense.

Education Reimbursement 

We offer our employees educational reimbursement after one year of employment.

Paid Time Off

Paid Time Off (PTO) is earned based on years of service, beginning at 8 hours/month after 30 days of employment and maxing out at 18 hours/month after 15 years of service. Employees can accumulate 320 hours before it rolls over to an Extended Illness Bank.
