Position Overview:

The Newton County Water & Sewerage Authority is seeking an experienced and highly skilled Chief Engineer to lead and oversee major engineering functions and infrastructure projects, including the design, construction, and maintenance of water and sewer lines, treatment facilities, and public works structures. This leadership role involves supervising professional staff, managing complex engineering initiatives, and ensuring the highest standards in the development of utility and public infrastructure.

Reporting directly to the Executive Director, the Chief Engineer will be responsible for strategic planning, project management, budget oversight, contract negotiation, and ensuring compliance with federal, state, and local regulations. The ideal candidate will possess strong leadership capabilities, a deep understanding of civil and utility engineering principles, and a proven track record of successfully delivering projects and managing staff.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering or a related field.
  • At least 5 years of supervisory experience in civil or utility engineering.
  • Valid Georgia Professional Engineer (P.E.) license.
  • Valid Georgia driver’s license (or ability to obtain).
  • Equivalent combinations of education and experience may be considered.

Preferred Skills and Abilities:

  • In-depth knowledge of public works construction and utility systems.
  • Expertise in contract negotiation, construction management, and regulatory compliance.
  • Strong communication and leadership skills.
  • Proficiency with engineering software and automated design tools.

Ability to manage multiple complex projects in both office and field environments.

Position Overview:

We are seeking a forward-thinking Deputy Chief Engineer to support the planning, design, and implementation of water, wastewater, and reclaimed water infrastructure for our growing utility organization. This is a highly responsible, supervisory role that plays a vital part in managing engineering staff, contractors, and consultants to ensure the successful execution of public utility projects.

Under the general supervision of the Chief Engineer, this role involves overseeing complex engineering initiatives, supervising technical staff, managing capital projects, reviewing development plans, and ensuring regulatory compliance. The ideal candidate is a skilled engineer and leader, capable of delivering infrastructure solutions that meet both current and future community needs.

Minimum Qualifications:

  • Bachelor’s Degree in Civil, Environmental, or related Engineering field from an accredited institution.
  • Professional Engineer (PE) licensure preferred.
  • Valid Georgia driver’s license.
  • Equivalent combinations of education and experience will be considered.

Preferred Experience & Skills:

  • 5+ years of relevant engineering experience, preferably in water/wastewater infrastructure.
  • Strong knowledge of utility planning, design standards, construction practices, and permitting.
  • Proficiency with AutoCAD, GIS, and hydraulic modeling software (e.g., WaterCAD, H2OMAP).
  • Skilled in project management, cost estimating, and contract administration.
  • Familiarity with local, state, and federal regulations related to water and wastewater systems.
  • Excellent communication skills, both written and verbal.

Ability to manage multiple projects and collaborate across departments and agencies.

Occupational Summary:

Position is responsible for subsurface utility infrastructure research in the field and office. Field work includes locating and visually marking subsurface utility infrastructure with paint, flags and whiskers for collection. Overseeing and managing utility location data. Office work includes preparing utility sketches, maps, and entering data into CAD/GIS databases. Expertise in project scheduling, oral and written communication, and presenting technical research information to utility owners, project managers, planners, engineers, and land surveyors.

Education / Training:

Work requires an educational background normally equivalent to high school. An Associate’s Degree from an accredited college is preferred. Course work in skilled crafts or trades, as well as state licensure in water distribution and/or wastewater collection is considered a plus.

Preferred Experience & Skills:

Any technical experience in utility conduit location, including map/plan reading; locating equipment operation would provide added benefit. Any equivalent combination of education and experience will be considered. Considerable experience in similar manual work. Completion of DOT certified flagger’s course. Possession of a valid Georgia commercial license or any license deemed for a specific job. An equivalent combination of education and experience is acceptable

Definition

Under general supervision, performs a variety of wastewater collection system repair, maintenance, and customer services work; performs related duties as required.

Wastewater Collection Systems Worker II is the intermediate level class in this series. Initially, under close supervision, incumbents learn and perform a variety of duties in maintenance, repair, and operation of wastewater collection systems. This class is alternately staffed with Wastewater Operators and incumbents may advance to the higher level after gaining sufficient experience and job knowledge and meeting the requirements of the higher-level class. Wastewater Collection System Worker II performs the full range of assigned duties within the Authority’s Wastewater Collection System. This class is distinguished from Senior Wastewater Collection Systems Worker, which is the specialist level class, performing more difficult and complex collections work, skilled equipment operations, and acts as a crew lead.

Education & Experience:

Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain this knowledge and abilities would be:

  • High school graduate or equivalent along with wastewater experience is desirable.
  • One year of experience in construction work is desirable.
  • Experience with a water or wastewater utility desired.
  • Two years of experience in sewer maintenance and construction work at a level equivalent to the Authority’s class of Wastewater Operator Class III.

Licenses, Certificates, and Special Requirements

  • Must be medically approved for all respirators.
  • Wastewater Collection Systems Certification.
  • A current and valid Georgia Class C driver’s license permit.
  • Possession of a satisfactory driving record.
  • Ability to obtain a State of Georgia’s commercial driver’s license with tanker endorsement within twelve months from date of hire.

Definition

Performs technical work in the operation and handling of equipment used to monitor and sample Industrial wastewater. Along with managing the inspection and paperwork for NCWSA’s F.R.O.G. Program (fats, rags, oils, and greases) including septic hauler scheduling, inspection of septic loads, and off-site grease interceptor inspections.

MINIMUM QUALIFICATIONS REQUIRED:

All candidates to fill a vacant position in this classification must submit to and pass a drug-screening test, criminal background, and three-year driving record after meeting the following minimum requirements:

Education and Experience: High School Diploma and or GED

Three years of related experience; or fulfills minimum requirements of education, training, and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Licenses, Certificates, and Special Requirements

State of Georgia Issued Wastewater Operators Class 3 License or Higher or

State of Georgia Issued Industrial Wastewater Operators License

Definition

This position is skilled licensed work in equipment operation and maintenance in wastewater treatment/pretreatment facilities and wastewater collection systems.

Work involves the operation of wastewater treatment facilities and equipment to ensure compliance with discharge permits. Work also involves the inspection and routine preventive maintenance of plant and collection system equipment. Work is performed according to specifications received on a particular job and received based upon results obtained. Employees in this class may be assisted by other Wastewater Maintenance Specialists and Wastewater Operators.

MINIMUM QUALIFICATIONS REQUIRED:

Graduation from a high school or GED. Considerable experience in wastewater treatment/pretreatment equipment operations.

Possession of a valid Georgia Class III Wastewater Operator license within one year. Possession of valid Georgia Collection Systems Operator license within two years.

Possession of Maintenance Technologist – Level IV Certification within three years. Possession of a valid Georgia driver’s license.

An equivalent combination of education and experience will be considered.

Working for NCWSA

Hours

We are open from 8:00 a.m. until 5:00 p.m. Monday through Friday for most positions; however, being a utility, we have some employees on call 24/7. Employees are given one hour for lunch.

Insurance

Medical/dental insurance is provided with employees paying 20% of the cost. In addition, $25,000 in life insurance, $2,000 for dependents, and long-term disability are provided at no cost. Other insurances can be purchased at the employee’s expense.

Education Reimbursement 

We offer our employees educational reimbursement after one year of employment.

Paid Time Off

Paid Time Off (PTO) is earned based on years of service, beginning at 8 hours/month after 30 days of employment and maxing out at 18 hours/month after 15 years of service. Employees can accumulate 320 hours before it rolls over to an Extended Illness Bank.
